What is Trilonis-mc

Trilonis-mc is the name of a project to develop an open source, Java based, HIPAA compliant, web enabled flexible information technology solution for the managed health care industry. For details see the description on www.trilonis.com.

Why Health Care -- the need

President Bush in the 3rd presidential debate said:"...People tell me that when the health-care field is fully integrated with information technology, it'll wring some 20 percent of the cost out of the system.” 

Secretary of Health and Human Services Tommy Thompson has stated "...electronic record systems would improve patient care, diminish dangerous medical mistakes and in the process cut the nation's $1.6 trillion-a-year healthcare bill by at least 10 percent."

My experience and that of those I've talked to and worked with is that current managed care systems are expensive, in some ways often functionally inadequate, inflexible, and awkward to use. That leaves room for an excellent, low cost, easy to use system. Especially, if the technology used can serve as the foundation for developing the remaining components of the health care information infrastructure.

Why Open Source -- the solution

Open source allows a level of collaboration not possible with proprietary software. Developers and experts from a wide variety of sources within the health care community will be able to collaborate to develop an excellent, secure, reliable, and low cost information technology solution.

Why me -- skill and experience

I have more than 25 years experience in the development and maintenance of low cost, high quality, mission critical information systems in a variety of industries, including health care. The sophistication of the HMO system I developed for PacifiCare helped give it a strong competitive advantage, enabling it to grow to a $12 billion a year corporation. The TPA system I developed was noted for its 'remarkable' flexibility and 'outstanding' ease of use. With this project, I'm establishing a solid base upon which others in the health care industry are free, because it's open source,  to build. Current Status -- building gui and database libraries

I'm currently coding generalized libraries for the rich-client and database interfaces. Libraries filling these functions undoubtedly already exist, but due to the nature of proprietary applications they're not available. Once I finish these libraries, they will be available to use for any java-based client-server application in any industry and for the whole health care information infrastructure. They should be finished by the end of January, along with the initial membership module to demonstrate their usage. Ongoing updates of these libraries are being made to the trilonis-mc project at sourceforge.net.

Why the synopsis - to introduce the project

I'm looking for six health care corporate partners who are dissatisfied with the expense, functionality, flexibility, comprehensiveness, and/or ease of use of their current system, but don't want to spend a fortune, or bet their company, in moving to another system. For a contribution of $10,000 to cover my living expenses while developing the system (12 months at $5,000 per month)  they would partner with me and the other managed care companies to design, and test, the managed care system as it developed. Basically, I'm offering the opportunity to develop an excellent, almost customized, system within two years at a tiny fraction of what it would normally cost.
